The nationally accredited Certificate II in Maritime Operations (Coxswain Grade 1 NC) is for people wanting to work in the maritime industry seeking an Australian Maritime Safety Authority (AMSA) certificate of competency to command and operate the engines of a vessel:

  • less than 12 m in length
  • with propulsion power that is unlimited for an outboard engine or less than 500 kW for an inboard engine
  • that is in inshore waters or designated waters OR
  • as a tender or auxiliary vessel within 3 nautical miles (nm) of a parent vessel within the
  • exclusive economic zone (EEZ).
  • Can carry passengers

Licencing & Regulatory Information

This qualification is required to obtain an AMSA certificate of competency as a Coxswain Grade 1 NC as defined in the National Standard for Commercial Vessels (NSCV) Part D.

AMSA certification will require :

  • achieving MAR20318 Certificate II in Maritime Operations (Coxswain Grade 1 Near Coastal)
  • a Marine Radio Operators VHF Certificate of Proficiency
  • meeting the medical and eyesight requirements specified in the NSCV Part D and assessment by an AMSA approved assessor using the AMSA mandated practical assessment (AMPA) conducted on a commercial vessel up to 5.0 m in length.

Sea service consisting of:

  • You need to show you have experience working at sea in a deck, or a deck and engineering capacity, on vessels at least five metres long. You must have completed either:

  • 30 days on commercial vessels with a completed AMSA task book OR

150 days on commercial or recreational vessels without an AMSA task book.

If you have completed a task book you must attach a copy of the seafarer details page to your application.

Entry Requirements - MAR20321

To gain entry into MAR20321 Certificate II in Maritime Operations (Coxswain Grade 1 NC), candidates require:

  • Literacy and numeracy skills are necessary for interpreting regulations and legislation and maintaining relevant records such as writing a sample report.
  • 60 days qualifying sea service
  • An intermediate level of fitness and all students be physically fit to carry out all the roles and responsibilities of a coxswain on a commercial vessel under 12m within 5nm of the coastline with a propulsion power of up to 100kW for inboard engines and unlimited for outboard engines as described under the National Standards for Commercial Vessels – Part D.
  • Students should also be able to swim (any stroke) a minimum of 50 meters fully clothed.
Course Admission Requirements

Language, Literacy, and Numeracy

It is a requirement of this course that all enrolling students undertake a language, literacy and numeracy assessment.

Technology

As some of the delivery of the course is on-line and all resources are contained in a dedicated learner portal, students must have access to a computer (with Microsoft Office 365 software).

Note: Students will require basic computer skills to complete the course without disadvantage. This includes how to access the internet, download documents, save files to a hard drive and upload files within the student portal. All students receive a Student Portal learner Guide to getting started.

Course Delivery and Assessment

Our distance education training program offers students the flexibility to study wherever and whenever they can connect to the internet.

As a distance learning student, you will receive:

  • Self-paced and self-directed learning via a structured learning plan
  • Access to our online Student Learning Portal, which contains the Structured Learning Plan and includes all learning materials and resources, on-line assessments and practical observation assessments required to complete the course.
  • Directed workplace learning activities (a Task Book completed in the workplace and authenticated by SEQ MARINE)
  • All students have access to a trainer/facilitator available via phone (Mon to Fri 0900 – 1700) or email and text (at any time) for additional support.
  • Access to our fleet of training boats when required or as per scheduled practical training dates.

A combination of Practical, Oral and Theory assessments will be undertaken. The assessments may consist of written projects, picture portfolios, quizzes, assignments and exams.

  • Students are allowed three (3) submissions in total (initial submission and two (2) resubmissions).
  • If you are deemed to be Not Competent in a unit (after three theory or three practical assessment attempts or  due to disciplinary action) you will have to re-enrol in that unit and pay the unit enrolment fee.
  • Online completed throughout the program
  • Practical Tasks/Training

Practical Assessment

Prior to attending a practical assessment all students:

  • must complete 85% of the theory assessments.
  • must provide a completed task book and/or appropriate sea service.
  • may be required to complete mandatory work placement of 120-days (Sea Service Time). If required a Task Book will be provided upon enrolment.
  • Attend a one-day Practical Assessment. Appropriate clothing and enclosed footwear must be worn at all times while on training vessels.
  • A final practical assessment may not be undertaken prior to the completion of work placement or validation of necessary Sea Service.
Recognition Process

Learners are able to have their competency from prior learning and work experience recognised in this qualification through the following arrangements:

 

Recognition of Prior Learning (RPL)

RPL is recognition of prior learning or skills obtained from previous study or work/life experience. Learners, who through prior learning or experience believe they have gained competence in any of the skill areas, may be granted RPL upon substantiation of that claim.

M.T.A OFFERS RPL on enrolment and the trainer will work with the student to define the potential for a successful application process.

NB: RPL does not give the student a discount in course fees.

 

Credit Transfer

Students may also apply for a credit transfer upon enrolment.

Learners who have evidence in the form of AQF certification from any other RTO or authenticated VET transcripts issued by the Registrar or from an AQF authorised issuing authority for units of competency relevant to this qualification will be given credit upon enrolment.

 

Many students undertaking this course may have already completed the four units below as part of another Maritime qualification or as part of the MARSS00008 Shipboard Safety Skill Set.

  • MARF028 Follow procedures to minimise and fight fires on board a vessel
  • MARF029 Meet work health and safety requirements
  • MARF030 Survive at sea using survival craft

As these units form part of this course, students who have completed them, will be not be required to attend on the days these units are being delivered (3-day duration).

  • MARN008 Apply seamanship skills aboard a vessel up to 12 metres
  • MARB027 Perform basic servicing and maintenance of main propulsion unit and auxiliary systems
  • MARC038 Operate main propulsion unit and auxiliary systems
  • MARH013 Plan and navigate a passage for a vessel up to 12 metres
  • HLTAID011 Provide first aid (not included in course timetable – students to provide evidence)

What To Bring

Identification

  • Australian Drivers Licence, current passport or birth certificate, Unique Student Identifier (USI)

 Sea Service:

  • Please bring your evidence of qualifying sea service. See the Record of Sea Service Form

 RPL (if applying):

  • Academic transcripts of previous qualifications, CV, letters from employers

Electronic Device:

  • Electronic device capable of doing assessments online e.g. phone, tablet or laptop

 Clothing:

  • Work or casual clothes for both theory and practical days

Footwear:

  • Deck shoes, joggers, sandshoes or work boots (no thongs)

 Radio Day:

  • 1 x Passport photo for Marine Radio course

Fight Fire Day:

  • No synthetic outer clothing, socks or underwear
  • Long sleeve ‘cotton’ work shirt
  • Long ‘cotton’ pants or jeans
  • Hair is to be tied back, if applicable

 Sea Survival Day:

  • In-water sea survival clothing to include a t-shirt or shirt plus pants
  • Spare set of clothes to wear after sea survival in water practical
  • Lunch, a bottle of water, large towel, warm jacket, and strong large plastic bag for wet clothes
Course Material Included

The definitive reference book for the Maritime industry and professional crew is the Australian Boating Manual by Dick Gandy. This is the course text, and your course fees include access to it.

Final Assessment
If you have elected to do the AMSA Mandated Practical Assessment (AMPA) here at M.T.A we’ll incorporate it into our course structure so when you’ve completed your course, you’ve completed your final assessment.

Certificate of Competency (CoC) Application
You will need to submit an Application for a Certificate of Competency (industry licence) to the Australian Maritime Safety Authority. This can be completed at any Registered Australia Post Retail Outlet. Please check you’ve met the requirements and complete a 426 application form.
